Stone blasting incident that killed 3 and injured 39 was accidental – Ministry

The stone blasting incident at Gomoa Buduburam by the contractor working on the Kasoa to Winneba highway that resulted in the death of three people with injuries to 39 others on Monday afternoon was accidental, according to preliminary information gathered by the Ministry of Roads and Highways. The three deceased persons died on the spot following the blasting of rocks at Big Apple at Gomoa Buduburam, near Kasoa in the Gomoa East District in the Central Region. Out of 39 others who sustained various injuries in the 3:30pm tragedy, four of them were referred to the 37 Military Hospital in Accra and the Winneba Specialist Trauma Centre. Those killed were two females and a male. The Head of Public Relations of the Ministry of Roads and Highways, Nasir Ahmad Yartey, told Graphic Online that a tunnel similar to what is at the Legon Police Station that connects Okponglo traffic light to the Presec traffic light was being constructed at the location of the accidental explosion. Mr Yartey said preliminary indications point to the incident as an accident, describing it as “unfortunate”. He said the Ministry was still investigating to establish the full facts. During the construction works, the contractor encountered in the ground a huge rock, known as the hardpan rock, 45 metres deep and 20 metres wide, which needed to be blasted. As of Monday [October 14], the contractor had undertaken 21 controlled blasting at the location, the public relations officer of the ministry told Graphic Online. Each time, it is done in collaboration with the National Disaster Management Organisation (NADMO) and the police, Mr Yartey added. The protocol was for NADMO to undertake prior sensitisation before the blasting took place. “We send condolences to all affected persons. We are still verifying the facts and casualties and we are working with the police, NADMO and all relevant state institutions”, he explained. Calm Mr Yartey said following the accident some youth attacked the workers of the contractor and about 20 workers were beaten, the construction camp was vandalised. We want to call upon the youth to exercise restraint; it is an accident, and it will be investigated to the letter, he said. The Head of PR also called on the police to provide security for the contractors and their workers, saying, We don’t want to lose any more life or property. Four of the injured persons were referred to the 37 Military Hospital in Accra because of the nature of their injuries, a doctor from the St Gregory Hospital at Buduburam told Graphic Online. Some eyewitnesses said the debris from the blast flew to nearby homes and injured people. Photos and videos shared from the scene of the incident showed many injured persons and destruction of property. Graphic Online’s Emmanuel Bonney reported that the incident happened around the Big Apple area of Gomoa Buduburam in the Gomoa East District of the Central Region at about 3:30 pm. Some residents told our reporter that the blasting was done by the construction firm in charge of the dualisation of the Kasoa to Winneba road. The blasting exercise, they said was to clear the huge rocks that were underground. However, they said instead of the blasting taking place at about 5 p.m. as usual, it was done earlier around 3:30 p.m. “The blast I am told was supposed to go off at around 5pm. Unfortunately, it blasted around 3.30 p.m, so the people were not aware that it was blasting time,” Kpakpo, one of the residents told Graphic Online. He said the victims lived around the area and that they were hit by flying stones. Kpakpo said particles went into peoples homes. “Maybe the person who set the dynamite got the timing wrong hence the tragedy,” he said. The injured and deceased were sent to the St Gregory Hospital at Buduburam.

Court grants one million bail to auto mechanic over alleged car fraud

Abdulai Halidu, a 32-year-old auto mechanic, has been granted bail of one million Ghana cedis by an Accra Circuit Court over fraud. He is accused of defrauding two individuals by taking GH₵66,000 and $10,200 to secure them a Mercedes Benz vehicle. Halidu faces charges of conspiracy to commit a crime and defrauding by false pretenses, to which he has pleaded not guilty. His accomplice, Darlington Agyekum Sarfo, is currently at large. The Court, presided by Mr Samuel Bright Acquah, admitted Halidu to a one million bail with three sureties, one to be justified. It adjourned the matter to October 22, 2024. Police Chief Inspector Daniel Danku presented the facts, stating that the complainants, Jemila Trihim and Richmond Osei Kissi, are both traders living in Achimota and Ashongman, respectively, while the accused, Abdulai Halidu, resides at Mile 7. The prosecution noted that the complainants are friends and that in July 2021, Mr. Kissi brought his car to Halidu’s workshop at Mile 7, where he saw other recently imported used cars that Halidu was repairing. The prosecution stated that Halidu informed Kissi that the cars were brought to him by Sarfo, who was overseas. After leaving the shop, Kissi shared details about the cars he had seen with Trihim, and both complainants expressed interest in purchasing some of the vehicles, prompting Kissi to make further inquiries with Halidu. The prosecution reported that Halidu contacted Sarfo, who assured Kissi that making a payment to Halidu would enable them to acquire any car of their choice. Following that conversation, Kissi relayed the information to Trihim, and together they decided to purchase a 2019 Mercedes Benz, for which Halidu and Sarfo quoted a price of $21,200, which the complainants accepted. The prosecution stated that the complainants made an initial payment of GH₵66,000, which was equivalent to $11,000, to Halidu. “They again made a second payment of $5,000.00 to Halidu. The final payment of $5,200.00 was transferred to Sarfo at his base in the United States,” it added. The prosecution indicated that after collecting the complainants’ money, the two accused began providing different explanations and failed to deliver the Mercedes Benz. On August 9, 2024, the complainants reported the case to the police, leading to Halidu’s arrest, while efforts are ongoing to apprehend Sarfo, who remains at large. GNA

64-year-old Canada-based Ghanaian doctor charged with sexually assaulting female patient

A doctor working out of a clinic in Oakville is facing a new sexual assault charge allegedly involving a female patient. The Halton Regional Police Service (HRPS) said 64-year-old Dr. Clarence Clottey of Oakville was working at “Bristol Family Physicians” located on Bristol Circle at the time of the offence. Police said they were contacted after an adult woman was sexually assaulted during a visit to the clinic. On Tuesday, authorities arrested Clottey and charged him with one count of sexual assault. He was released from custody pending a court appearance in Milton. His photo was released as investigators believe there may be additional victims. In January 2020, the College of Physicians and Surgeons of Ontario (CPSO) placed restrictions on the Oakville doctor following allegations of misconduct and separate sexual assault charges. Clottey was 59 years old at the time. Clottey was first arrested in 2016 and charged with six counts of sexual assault. Six patients testified at the criminal trial, and allegations included Clottey inappropriately touching women during some examinations. In 2018, Clottey was acquitted on all counts. A year later, HRPS again arrested the Oakville doctor for allegedly sexually assaulting a female patient in 2014. The CPSO placed a practice restriction on Clottey, requiring him not to examine any female patient’s breast, pelvic, or rectal area. The restriction also mandated that he refer to another physician for any female patient who seeks and/or may, in his judgment, require an examination of the breast, pelvic, or rectal area. The CPSO also suspended Clottey for a year, which was put into effect in 2017. myjoyonline
