Chief Justice Torkornoo announces re-opening of Court of Appeal nationwide

Chief Justice Gertrude Torkornoo has announced the reopening of the Court of Appeal across the country to boost access to justice delivery. She said persons resident outside Accra cannot be given justice if appeals are heard only in the capital city. In view of this Chief Justice Torkornoo said the Court of Appeal will be opened in Volta Region, Koforidua, Sekondi and Kumasi. Chief Justice Torkornoo said this in her interaction with members of the Judicial Press Corps in Accra. Gertrude Torkornoo reiterated her vision to ensure effective and expeditious justice delivery in the country. She said the decision to reopen the Court of Appeal in Kumasi, Koforidua, Sekondi and the Volta Regions to hear appeals was reached following extensive consultations with stakeholders including Parliament. The Chief Justice said piloting of the court shift system currently ongoing in selected districts and High Courts in Accra will be replicated in other areas if it proves successful after evaluation. She mentioned Obuasi in the Ashanti region as one of the places that need such attention. Commenting on the expedited hearing of the injunction suit which was filed against the Speaker of Parliament on the approval of reassigned Ministers and Deputy Ministers, Chief Justice Torkornoo explained that the Attorney-General Godfred Yeboah Dame responded quickly to the suit which made it ripe for hearing. She said the Attorney General considering the importance of the matter further requested an expedited hearing notice which was granted. She said the practice is allowed when parties respond quickly to an application. Chief Justice Gertrude Torkornoo said her vision is to ensure that every staff of the Judicial Service undergoes Paralegal training as it pertains in other jurisdictions to improve work output. No more newspaper publication of inactive cases – Judicial Secretary

The Judicial Service through the Judicial Secretary (JS), Justice Cyra Pamela C. A Koranteng has instructed registrars of all the courts to shy away from publishing inactive cases in newspapers. The move is part of reforms to adopt technology and make the judicial service activities accessible to the general public. A circular dated March 21, 2024, from the Office of Justice Secretary said the inactive cases can now be published on the Judicial Service website www.judicial.gov.gh, which would be accessible by all including the general public, parties and their lawyers. The circular titled: “Important announcement: Development on Judicial Service Website (www.judicial.gov.gh),” addressed to all directors of the Judicial Service, Court Registrars and all Regional Administrators of the Service, urged them to desist from newspaper publications. “Management would like to bring to the attention of all judges and staff the following developments on the Judicial Service website: A webpage has been created for Registrar Summons Search under ‘e-Services.” it added. “This will allow for Registrars across the country to publish inactive cases onto the website. This means the Judicial Service will save the cost of publishing inactive cases in newspapers. The webpage can be accessed by the general public,” the Judicial Secretary said.

CJ introduces evening Court sittings as piloting begins on March 25

Effective March 25, 2024, eight selected courts will begin a piloting of a ‘Court Shift System’ which is geared towards optimizing the use of existing court resources to reduce the volume of caseloads at the Courts. The Shift System, according to the Judicial Service, is necessary due to over 600 backlogs of pending cases in some of the courts. In a circular signed by the Judicial Secretary, Justice Cyra Pamela C. A. Koranteng, on March 14, announcing the introduction of the Court Shift System by Chief Justice Gertrude Torkornoo, stated it will be piloted in eights Courts beginning from March 25. “The rationale for the Court Shift System stems from the fact that, findings from a physical count of dockets undertaken in all Courts nationwide demonstrated that a number of identified Courts have huge caseloads with some in excess of 600 pending cases,” the circular to staff of the service stated. The Circular explained that, the morning shift will run from 8:30 a.m. to 1:30 p.m. while the afternoon session runs from 2:00 p.m. to 6:30 p.m. Chief Justice Gertrude Torkornoo in the Circular expressed the hope that its implementation will reduce the backlog of cases in the specified courts, improve accessibility to justice for citizens by offering flexible court hours that accommodate diverse schedules, and enhance the overall effectiveness of the judicial system. The eight courts piloting the shift system are; High Court’ 1′, Adentan High Court ‘2’, Adentan High Court 1, Amasaman Circuit Court, Weija District Court, La District Court, Teshie District Courts A&B, Madina High Court, Nsawam Starrfm.com.gh
